1. RULES
1.1. The races will be governed by the rules as defined in a current version of The Racing Rules of Sailing.
2. NOTICES TO COMPETITORS
2.1. Notices to competitors will be posted on the official notice board(s) located at the DYC Club House prior to start.
3. CHANGES TO SAILING INSTRUCTIONS
3.1. Any change to the sailing instructions will be posted before 07:00 on the day it will take effect.
4. SCHEDULE OF RACES
4.1. The scheduled time of the warning signal for start will be 10:25 am Sept. 13
5. CLASS FLAGS

6. MARKS
6.1. The finishing mark will be between the committee boat and Navy Island Buoy (HY2-RED).
6.2. Charted navigation buoys will be used for all marks of the course.
6.3. Honoured Marks: Navigation marks Pleasant Shoal (H19), Ives Knoll West (H22), and Ives Knoll North (HT2) shall be honoured in a customary manner both when leaving and entering Halifax Harbour
6.4. Sambro Ledges: The area surrounding Sambro as defined by drawing a line connecting marks HE19, HD3, HS, HE2, HE3 shall be considered out of bounds
7. THE COURSES
7.1. Course shall be posted at the skippers meeting Friday, September 12 , 8:00pm.
8. THE START
8.1. Races will be started by using rule 26 with the warning signal given 1 minute before the 5 minute starting sequence.
8.2. The Start will be between two race marks creating a gate off the Halifax waterfront. THE START LINE will be between RC flag on a Halifax pier and east most race mark.
8.3. All classes will start together under code flag Alpha unless otherwise noted at the skipper’s meeting and/or posted on the committee boat before the race.
9. POSITION REPORT PRIOR TO FINISHING
9.1. For the accurate recording of finishing times, yachts are requested to call the Race Committee by cellular phone, to report when rounding HK4 prior to finishing the Race. This will ensure someone will be on the Finish Line to record the official finishing time. This is especially important for Yachts finishing after dark. As a backup, race committee will also be monitoring channel 68. Number at which the race committee can be contacted 222 5143 (Brian Picton). In addition to the call, a postion report sheet must be filled out with your GPS time at HK4 and filed with the race committee before the 17:00 Sunday Sept 14, 2006.
10. THE FINISH
10.1. The finishing line will be between Committee boat and Navy Island buoy (HY2) .
10.2. Shortened course: In the event of a shortened course, course will be shortened between the committee boat and HK4 buoy.
11. PENALTY SYSTEM
11.1. It will be understood that Rule 30.1 Round the end rule will be in effect. Code flag P will fly in place of code flag I.
12. TIME LIMITS
12.1. Time limits are as follows: Sunday, September 14, 4:30 pm
12.2. Race Committee displays N over A (racing done for the day.)
13. PROTESTS AND REQUESTS FOR REDRESS
13.1. Protest forms are available at the office. Protests shall be delivered there within the protest time limit.
13.2. For each class, the protest time limit is 1 hour after the Committee boat has arrived at the Clubhouse.
14. SCORING
14.1. The scoring system is as follows: Low point system.
15. SAFETY REGULATIONS
15.1. A boat that retires from a race shall notify the race committee as soon as possible.
16. EQUIPMENT AND MEASUREMENT CHECKS
16.1. Equipment: All yachts shall be equipped as per Canadian Coast Guard small boat regulations. In Addition, the following shall be carried:
1. Jacklines that meet the requirements of OSR Category 3,
2. Safety harnesses available for all crew members on deck after dark,
3. Parts to facilitate repairs to rigging and/or vessel if necessary,
4. Sufficient stores of food and water for up to two days
16.2. A boat or equipment will be inspected before or after racing for compliance with the NSYA class rules and sailing instructions(16.1). On the water, a boat can be instructed by a race committee official to proceed immediately to a designated area for inspection.
17. OFFICIAL BOATS
17.1. Official committee boat will be marked as follows: RC Flag.
18. RADIO COMMUNICATION
18.1. A boat shall neither make nor receive cell phone or radio transmissions while racing not available to all boats. This does not apply to communications made for purposes of compliance with 9.1
18.2. VHF Required: All yachts shall be fitted with an operating VHF radio for which they have a current license (if required). Yachts shall monitor VHF channels 12 as appropriate while in Halifax Harbour and channel 16 throughout the remainder of the Race. For purposes of reporting prior to finishing, the race committee can be contacted on channel 68.
19. DISCLAIMER OF LIABILITY
19.1. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
20. INSURANCE
20.1. Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1,000,000 per event or the equivalent.
21. INTERFERENCE WITH SHIPPING
.
Any yacht which interferes with the orderly passage of a naval or commercial ship will be disqualified by the Race Committee, and may be denied entry into subsequent events following investigation by NSYA.
Engines may be used in an emergency. Details are to be reported to the Race Committee, and requests for redress under RRS Rule 42 may be made.
